The hotel at the last stop city before Tibet would be perfect considering the time for delivering the permit from Lhasa?(This does NOT apply to the one who are taking the flights from Kathmandu to Lhasa), if entering from Kathmandu, please check more details as below:

Enter from Kathmandu, Nepal.

If you are entering Tibet from Kathmandu, Nepal. You actually do not need the Tibet permit to get on the flight, no matter the original permit or scan copies. the tour guide will hold the original permit waiting at the airport instead since the passport and group Chinese Visa is all required for boarding the flight.

Please note the visa here is the group visa you applied in Kathmandu. Not the visa you applied in your country. So please remember do not apply China visa in your own country and enter Tibet from Kathmandu, that would make your original Tibet permit revoked. If you already have a visa to China, you could choose to enter Tibet from any cities in China mainland.
